This cultural norm has eroded public confidence, widened the gap between public officials and ordinary citizens, and allowed negligence, absenteeism, and political posturing to replace genuine governance.

Unlike regular public officials or private employees who are required to report to work daily and account for their time, many elected officials enjoy unchecked flexibility, without standardized working hours, leave monitoring, or performance metrics. This double standard fosters inefficiency, delays in public programs, and a culture of impunity in government service.

The proposed Full-Time Position Commitment Act requires all elected officials to observe an 8:00 a.m. to 5:00 p.m. work schedule from Monday to Friday, mirroring the obligations of regular public officials or private employees. They will be subject to standard vacation and sick leave regulations, and their daily presence must be logged and published monthly for transparency.

This law applies equally to national and local officials, ensuring that those entrusted with legislative, executive, or judicial functions fulfill their mandate consistently.
