WikiBudget Act (Proposed)
A Law Institutionalizing a Wikipedia-Style Platform for National and Local Budget Drafting
The Wikibudget Act creates a public, Wikipedia-style digital platform where citizens, civil society groups, and government agencies can collaboratively propose, track, and refine budget allocations for the General Appropriations Act (GAA), national agencies, and local government units (LGUs). All edits and discussions will be transparently recorded and visible to the public.
This platform shall be governed by an independent oversight board composed of representatives from the Department of Budget and Management (DBM), Commission on Audit (COA), civil society, and academic institutions. Users must register with verified identities to ensure accountability while enabling meaningful participation.
The WikiBudget Act empowers ordinary citizens to take part in shaping how public funds are allocated, promoting fiscal transparency, participatory governance, and national education on how money is spent. It transforms budget planning into a collaborative civic duty instead of a closed-door process.
